The Film Digital Program Management Center of the General Administration of the People's Republic of China, all film producers and distributors, all film post-production units, China Film Producers Association, China Film Distribution and Projection Association:
At present, the illegal acts of piracy and illegal dissemination of films by cinemas through the network have seriously infringed the legitimate rights and interests of the film owners and hindered the healthy and sustainable development of the film industry.
Since "digital watermarking" is an effective technical means to track the stolen recorded information of the film, therefore, when undertaking the digital copy processing and key production of the film, each film post-production unit should inform the entrusting party that the digital watermarking function must be activated to ensure that the film has relevant information when it is shown in the cinema.
All film copyright owners and relevant associations should strengthen their awareness of copyright protection and use scientific and technological means, including "digital watermarking", to investigate the legal responsibilities of the pirates and those who illegally disseminate pirated programs.
